THE ROLE OF THE RUSSIAN FACTOR IN THE FORMATION OF THE USSR (TO THE 100TH ANNIVERSARY OF EDUCATION UNION OF SOVIET SOCIALIST REPUBLICS)
The purpose of the article is to establish the factors that contributed to the emergence of state entities in the former national outskirts of the Russian Empire from 1917 to 1922, their unification into a union state, and to determine the role of Soviet Russia in this process. To achieve this goal, the author has studied and analyzed the documents of party and state bodies reflecting the process of formation of statehood in the republics, the formation of relations with the RSFSR in the period before the formation of the Union of Soviet Socialist Republics (USSR). With the help of chronological, problem-chronological, comparative-historical methods, the main steps that were taken by the socialist republics on the way to the formation of a single state are revealed. The role of Soviet Russia in this process is determined through the activities of the Bolshevik Party to implement the national question, the external and internal threat during the Civil War, which required joint efforts to protect the power of the Soviets of all national republics and the role of cultural and historical interplay of the destinies of the peoples of the former Russian Empire. It is shown that the term "Soviet Empire", which is used in domestic and foreign historiography, is unacceptable in the designation of the period of Soviet history before the formation of the USSR. The materials of the article can be used to study the history of the formation of the Soviet Union, including during the preparation of sections in the educational literature devoted to this problem.

MILITARY LEGAL ACADEMY IN THE SYSTEM OF ADDITIONAL MILITARY PROFESSIONAL EDUCATION IN 1936-1945
This article is a continuation of a series of articles on the history of improving military education at the Military Law Academy of the Red Army in the pre-war years and during the Great Patriotic War. The article, which is based on archival documents of the Central Archive of the Ministry of Defense of the Russian Federation, shows that the need to strengthen law and order in the Red Army in the 30s of the twentieth century raised the question of the advisability of systematic training of military lawyers. It is noted that today, from the point of view of the experience of operatively solving the problems of training military lawyers, the approach to the organization of military legal education, which was flexible and differentiated, is interesting.
The article focuses on the analysis of the organization of the work of advanced training courses for the military-legal staff of the Red Army. An assessment of the existing curricula of courses in the prewar and war years is given. Their content is disclosed, a comparative analysis is given. In conclusion, it was concluded that the organization of the educational process at the advanced training courses for the military legal staff of the Red Army made it possible to ensure the proper quality of training for the military legal staff for the Red Army, to make up for their combat losses during the Great Patriotic War.

SOME SOURCES AND STUDIES ON THE RELATIONS OF THE PEOPLES OF THE CAUCASUS WITH THE SLAVS (RUS) IN THE VII-XII CENTURIES
The article analyzes some sources and studies devoted to the relations of the Caucasian peoples with the Slavs (Rus) in the early Middle Ages. The works of ancient Armenian, Arabic, Persian authors, as well as ancient Russian chronicles are of great interest for covering the topic. From Dagestani sources, the "Tarikh of Dagestan" by Muhammad Rafi et al. is of great importance for the disclosure of the topic. The article presents the opinions of prominent researchers on Russian-Caucasian relations, in particular, S.M. Solovyov, V.O. Klyuchevsky, V.V. Bartold, A.Y. Yakubovsky, B.N. Zahoder, M.I. Artamonov, V.F. Minorsky, V.T. Pashuto, A.P. Novoseltsev, etc. The information contained in the sources and literature indicates the multifaceted nature of Russian-Caucasian relations. Trade and economic contacts were combined with aggressive campaigns.

FORMATION OF THE PROVINCIAL MERCHANT CLASS AT THE END OF THE 18TH – THE FIRST HALF OF THE 19TH CENTURIES (BASED ON THE MATERIALS OF THE CITY OF VLADIMIR)
This article analyzes the composition of the second and third merchant guilds of Vladimir from the end of the 18th century to the middle of the 19th century on the basis of city philistine books. The main purpose of the work is to trace how stable the social position of persons who entered the guilds was, how long their status as guild merchants was maintained. The clarification of this issue helps to determine the degree of succession of capital and, accordingly, the features of the formation of the future bourgeoisie. In a broader sense, this issue is adjacent to one of the central problems of Russian history about the role of power in the creation of estates, in the stratification of society as a whole. As a result of the study, the author comes to the conclusion that during this period the formation of the merchant class as an estate was not completed. Only a small part of the merchant class began to form dynasties, within which a specific self-consciousness could arise, a certain type of entrepreneurial thinking, without which the formation of an estate is impossible. At the same time, individual merchant families, originating in the township environment of the 17th century, acquired a certain economic and social stability, took an active part in solving urban problems, in the activities of elected government bodies.

This article examines the process of including the territories of Central Asia into the Russian Empire based on the analysis of the work of military orientalist M.A. Terentyev "Russia and England in Central Asia", in which a separate place is given to the process of annexation of the region by Russia. Additional authority to the source is given by the fact that Terentyev received an Oriental studies education, and also directly participated as an officer in military operations. It is emphasized that Terentyev defended the official position of the Russian government.

ISLAM IN THE SYSTEM OF THE RUSSIAN STATE (HISTORICAL ASPECT)
The article discusses the place of Islam, officially adopted at the state level for the first time in our country by the Volga Bulgaria (922). The ability of this religion to penetrate into all spheres of public life, tolerantly treat other confessions, led to the formation of a developed Islamic civilization in the Bulgar Kingdom, the Golden Horde, the Kazan Khanate. Achievements in the field of culture, the growth of literacy of the population, the availability of schools, libraries, the functioning of universities, the establishment of crafts, trade, and architectural construction are shown. The reasons that led to the decline of the medieval Islamic civilization and the further policy of discrimination against Muslims and other foreigners living in the common territory (ХVI-ХVIII) are revealed. The author traces the processes of the gradual transition of the state to a loyal position in relation to Islam, which was caused by the expansion of international relations with eastern countries. The starting point is the creation of the Orenburg Mohammedan Spiritual Assembly (OMDS, 1789), as the center of Russian Muslims and the equalization of the rights of Islamic clergy with the nobility. The most noticeable change in state policy towards Islam occurred in the 20th century. Muslims were able to get seats in the State Dumas, create their own faction and political party. The article focuses on the Soviet period, which dealt a blow to the national-religious traditions and irreparable damage by the destruction of the spiritual values of Islamic culture, the repression of the intelligentsia and the clergy. When considering Islam in the post-Soviet era, attention is focused on the revival of spiritual and national traditions, attempts to introduce new generations to the origins and heritage of the spiritual culture of their people.

WORLD VIEW AND WORLD PERSPECTIVE OF ONE COSSACK FROM STANITSA DINSKAYA. TEN THESES AGAINST THE POSITIVIST PERSONALITY HERMENEUTICS
This article is devoted to the study of personal qualities, mentality, worldview and worldview of the Cossack, who became one of the main public and political actors of the Kuban in the 1910s. The problem of studying the Cossack picture of the world in abstraction from political and socio-economic dominants from the standpoint of non-classical approaches in historical science continues to be poorly understood today. That is why the relevance of this study reflects the growing interest of society in various trends in microhistory and local history, ascending methodologically and conceptually to antipositivism and the late school of Annals. The practical significance of the study is due to the possibility of using its content block as a basis for analyzing the picture of the world of the Cossacks in the first quarter of the XX century. The scientific novelty of the study lies in the conceptual position of the authors and the compilation of a new format of historical hermeneutics based on the results of the analysis and interpretation of the values of a single representative of the Cossack estate, values dissolved in the culture of the era. The source base of the study is represented by a complex of written sources, the main of which are archival information, journalistic publications and sources of personal origin. The methodological apparatus includes special-historical, psychological, sociological and cultural methods. Special historical methods: narrative method, ideographic method, biographical method, historical system method, historical typological method, historical comparative method, problem chronological method, historical modeling method, retrospective method, functional method. Psychological: biographical method, suggestive method, cyclical method (Gestalt psychology). Sociological: document analysis, interviewing, typology, ideal type method. Culturological: modeling of transformative cultural practices, cultural-genetic method, household culture analysis method, game culture analysis method, dialogue method (cultural interaction analysis method), comparative method. The result of the study was the definition of the picture of the world and the personal qualities of the actor chosen for analysis, as well as the promotion of the author's model of personality hermeneutics within the framework of a non-classical approach in historical science.

RED SCOUTS: HOW THE PIONEERS APPEARED
On May 19, 2022, the pioneer organization celebrates its centenary. This anniversary is a good occasion to turn to the history of the pioneer and its origins. The article will consider the ideological split in the scout movement, which led to the emergence of red Scouts aimed at creating a new system of education that meets the values of the socialist state. In the period 1917-1922 there was a transition from "pure" scouting to a pioneer organization. The pioneers retained a large number of external attributes of the scout system, but completely forgot their origin and later perceived Scouts only as class enemies.
The paper concludes that in 1921-1922 there was a final rejection of transitional forms of red scouting in favor of the pioneer organization. At the same time, although many members of the party and the Komsomol perceived the Scouts exclusively as a bourgeois organization, there were also those who were ready to put the old system at the service of the new ideology. Moreover, individual scouts and leaders sincerely supported the revolution and tried to put their knowledge and skills at the service of the state. It is also concluded that for a long time the Soviet government could not work out its requirements for a new children's organization, which is why they appeared and disappeared depending on the views of certain party functionaries. The resulting pioneer organization became a compromise between the desire of the Red Scouts to serve society and the desire of the Komsomol to fully control the work with children.

ALEXANDROVSKY GARDEN OF A PROVINCIAL CITY IN THE CULTURAL AND HISTORICAL LANDSCAPE OF THE XIX-XXI CENTURIES (BY THE EXAMPLE OF THE CITY OF TYUMEN)
The article is devoted to one of the key objects of the historical and cultural landscape of Tyumen – the Alexander (Country) garden. The research methodology is interdisciplinary in nature, which determines the scientific novelty of the study, which made it possible to enrich the arsenal of historical research with geographic, art history and architectural categories. The authors, using the memories of contemporaries about the formation and development of the garden, identified five periods, which are based on the arrangement and use of this object in different decades of the 19th-20th centuries. For the first time, the main factors that influenced the formation and change of Alexander Park, which are important for understanding the history of a provincial town, are identified: first, these are socio-economic factors associated with the social and modernization processes of Russian society; secondly – urban development – directly correlate with the tendencies of garden and park construction of a particular era. The interrelation in the development of garden and park construction in Russia and the city of Tyumen is determined. The authors come to the conclusion that throughout history, the Alexander Garden remains attractive not only for citizens, but also for representatives of the scientific community of a provincial town.

THE HISTORY OF THE TVER CHRISTMAS THE MONASTERY IN THE FACES
The review article analyzes the main thematic plots presented in the collection of essays "A monk is one who is not involved in the world: the History of the Tver Monastery of the Nativity of Christ in persons: in 2 books (author-compiler Kulik V.N.). – Tver: Media Spectrum, 2021. The main advantage and difference of this publication is that the comprehension of the history of the monastery is carried out through the personal factor, the fate of bright, talented people who had a huge moral influence on others. The portraits created by the author of persons spiritually connected with the monastery, but who found themselves in the center of the intellectual and cultural life of Russia, especially attract attention. The study of this aspect of the cultural and historical space of Russia has a humanistic meaning and cognitive significance. The results of the author's painstaking search work, based on a rich factual, informational material, expand our understanding of the spiritual history of the country and significantly enrich the local history of the Tver Region.

RUSSIAN SOCIETY AND THE PEASAN QUESTION: COVERING THE KEY QUESTION OF EMPIRE IN RUSSIAN PERIODICAL PRESS (1881-1911)
April 14, 2022 Russia celebrates 160 years since the birth of P.A. Stolypin, and last year marked 160 years since the abolition of serfdom. There is no doubt that these two significant anniversaries bring us back to the assessment of the events of the second half of the 19th – early 20th centuries. The last dates of this study (1881-1911) are due to the need to analyze the attitude of different representatives of Russian society to the milestones – the era of Alexander III, at the beginning of whose reign was the 20th anniversary of the promulgation of the Manifesto on February 19, 1861, and the era of Nicholas II, during whose reign Russia celebrated the 50th anniversary of the liquidation of serfdom in our Fatherland. The article presents the results of a comparative analysis of the attitude of different representatives of Russian society to the problems of the peasantry in this historical period, analyzes the measures of state power aimed at changing the position of the peasant population and possible solutions to this key issue of the empire, and in this regard, the prospects for the economic development of Russia are revealed, in including the coverage of this issue on the pages of the periodical press of the late XIX – early XX century is analyzed. The novelty of the study is seen in the generalization of various assessments by Russian society of the position of the peasantry over a half-century period of history that has passed since the abolition of serfdom in Russia.

ANCIENT RUSSIA: THE CULTURE OF THE EPOCH OF MONUMENTAL HISTORICITY (IX – BEGINNING OF THE XII CENTURIES)
The article emphasizes that the history of Russian culture is distinguished by discontinuity, discreteness, it has that unity that “gathered” Russian culture, statehood and the nation for such a long time filled with dramatic events, collisions. Elucidation of the basis of this unity of unique originality (socio-political, cultural, spiritual) is the purpose of this study. To reveal this originality, this "boundary" is the purpose of the study. After all, it was she who led Russian culture through ups and downs, creative insights and tragic cataclysms. On the basis of the analysis of all the circumstances carried out in the work, certain conclusions can be drawn that today, the paramount task of the spiritual revival of Russia is seen in the mobilization of all rescue means and reserves of the country, in the need to protect the true values of national culture based on centuries-old spiritual and moral principles, on gathering, restoring all the true values created by the Russian people for more than a thousand years history.

REGIONAL FEATURES OF THE NEW ECONOMIC POLICY IN THE 1920S (ON THE EXAMPLE OF KAMCHATKA)
The purpose of this study is to identify the regional features of the new economic policy in the USSR on the example of the economic development of Kamchatka in the 1920s. The main results of the study are related to the introduction into scientific circulation of archival documents that allow identifying specific features of the new economic policy in Kamchatka, as in the remote northern region of the USSR. In the course of the research, not only general scientific methods (analysis, synthesis, generalization) were used, but also special historical methods (descriptive-narrative, historical-genetic, historical-systemic). The peculiarities of the economic policy of the 1920s in Kamchatka include the fact that the chronological framework of the new economic policy was different than in the European part of the country; cooperation had weak organizational foundations; the presence of private domestic, and especially foreign capital in economic life was felt for a long time. The topic of identifying regional features of the new economic policy implemented by the Soviet government in the 1920s requires further discussion in the scientific community.

IMAGES OF THE MILITARY PAST IN THE POLICY OF MEMORY OF THE REGIONS OF THE RUSSIAN FEDERATION
The article deals with regional politics of memory’s main strategies and functions of the images of war past. Russian regions’ main strategies are based on the representations of Soviet past, the restoration of “historical justice” and the finding of new images of past. The restoration of “historical justice” strategy is embodied through pre-revolutionary period commemorations, non-Soviet history images (subjects, oppositional to Soviet authority), the victims of political repressions commemorations and the post-Soviet Russian history. War past images’ functions vary from consolidation and construction of regional identity to competition for financial and tourist flows. It is noticed, in contrast to federal center, some Russian regions’ politics of memory has a conceptual design and wholeness. Besides, there are a trend from federal center to intercept some regional commemorative practices and a competition between regions for a federal memorial agenda.

POLICY "FREEDOM OF SPEECH" DURING THE IMPLEMENTATION OF THE MAIN REFORMS DURING THE YEARS OF PERESTROIKA IN THE USSR
This article attempts to investigate the role of the media and the periodical press at the time of the "perestroika" and economic transformations carried out by the USSR authorities, as the beginning of rapid changes in all spheres of life, which ended in the death of a huge state – the USSR. The article examines the spheres of life that have undergone reform, assesses the points of view of historians describing the economic path of the era. Ways of implementation of economic reforms, plans of government bodies responsible for economic policy and results of reforms are considered. The work denotes the lessons of perestroika and ways to overcome them, as well as the goal of highlighting the economic ideology during the Perestroika years, which affected the further development of Russia. In the course of the study, the author concludes that economic measures became an important part of the era of perestroika and affected the life and economy of the USSR and affected the standard of living of modern Russia.

THE REASONS OF THE SFRY’S DISINTEGRATION IN 1991 IN ASSESSMENTS OF MODERN AMERICAN HISTORIOGRAPHY
This article analyses different points of view on reasons of Yugoslavia’s disintegration in 1991. The economic, political, national, international, and personal aspects of this event are considered. For the study, the works of American historians were taken, whose ideas differ from the general judgments of American historiography regarding Yugoslavia. The aim of the work is to investigate the non-standard views of American historians on the process of the collapse of the SFRY. The Balkans are still one of the unstable regions of Europe, the study of an outside view of the history of the region will help to take a different look at the events of the 1980s and 1990s in Yugoslavia. The subject of the study is the approaches of American historians to the study of the factors that brought the collapse of the socialist state "with a human face" closer, which are different from certain views rooted in American historiography.

PROBLEMS OF FORMATION OF PEDAGOGICAL PERSONNEL FOR EDUCATIONAL INSTITUTIONS OF THE EUROPEAN NORTH OF RUSSIA IN THE 1920S-1930S
The article presents an analysis of the problems of the formation of pedagogical personnel for educational institutions of the European North of Russia in the 1920s-1930s. The author substantiates the relevance of the topic by increasing the importance in the modern world of the issue of the shortage of teaching staff in the regions and in search of a way out of the current situation considers it appropriate to refer to the historical experience of the 1920s-1930s, when the tasks of the formation of a new Soviet education were solved by filling the shortage of qualified teaching staff, increasing the material provision of teachers, including for the territory of the European Union The North of Russia, which included the Arkhangelsk, Vologda and North Dvina provinces, will avoid mistakes. The author presents a comparative table of the composition of teachers in the USSR by educational qualification for 1920 in comparison with the 1910/1911 academic year, as well as the composition of teachers of the USSR by pedagogical experience. The article also presents the dynamics of changes in the number of education workers in a separate county of the Vologda Oblast: from 1921 to 1927, there was a significant decline. A detailed analysis of the social composition of teachers of schools of the first stage of the Vologda Region at the beginning of the 1930s is carried out and a description of the program of the theoretical course of the North Dvina School of Party and Soviet work for 1923 is given.
In conclusion, the author comes to the conclusion that solving the problems of personnel shortage among teachers of urban and rural schools, the regional government had to solve several tasks at once. The conclusion also presents a general conclusion that to some extent, the regional authorities of the European North of Russia have managed to reduce the huge gap between the number of employees and the requirements of schools.

SOCIO-CULTURAL STATUS OF THE NOBILITY IN THE SMOLENSK THE END OF THE 18TH CENTURY-THE FIRST HALF OF THE 19TH CENTURY
The presented article examines the social status of the Smolensk nobility in the Smolensk province at the end of the 18th – the first half of the 19th century. Significant and important aspects of the administrative and ideological policy pursued in a given era are highlighted. The management policy, the position of local authorities, the importance of positions occupied in the bureaucracy, the solution of the issue of the management system in the province and districts of the Smolensk region are considered. The characteristic of the bureaucracy and office work is given. The issue of education in the Smolensk province is highlighted, statistical data on educational institutions, the number of students in institutions, and the importance of education for noble families are given. The state of healthcare in the province and the contribution of the nobility to the development of the healthcare system are characterized. The distinctive features of the privileged class in the Smolensk province are revealed.

ACTIVITIES OF FACILITIES COMMITTEES AS AN EVOLUTIONAL FACTOR FOR CLASSICAL UPPER-SECONDARY EDUCATION IN RYAZAN GOVERNORATE IN THE BEGINNING OF THE ХХ CENTURY
In the present article we analyze the activities of inner administrative bodies in classical upper-secondary schools aimed at strengthening and development of the educational institutions. The purpose of the study is to reveal the major aspects of the practical functions of the facilities committees: inner financial control; human resourcing; tendering; creating, reinforcing and preservation of facilities.
Scientific novelty of the article lies in the fact that the present article is one of very few attempts of finding, generalizing and systematization of historical data about activities of facilities committees in classical upper-secondary schools of Ryazan, and also a complex analysis of the results of those activities.
As a result, the study has proven the positive role of the facilities committees in the development of classical upper-secondary education in Ryazan governorate in the years 1900 to 1918.

HISTORY OF THE MECHANICISM PHILOSOPHY AT THE EARLY STAGE OF ITS FORMATION: ANTIQUITY, HELLENISTIC PERIOD, MIDDLE AGES
This article is devoted to the study of the history of the philosophy of mechanism during its formation in ancient philosophical thought, in the form of individual concepts, flourishing in the Hellenistic period and decline in the Middle Ages. The aim of the study is a comprehensive analysis of the mechanistic concept from its origin in pre-Socratic philosophy to its transformation in the Late Middle Ages. The relevance of the study lies in the need for a more detailed study of the origins and historical development of mechanism within the framework of European philosophical thought. The methodological apparatus of this study includes philosophical (general scientific), special-historical and linguistic methods. General scientific methods: analysis, synthesis, deduction, generalization, comparison, comparison, interpretation, explanation, critical, convention. Special-historical methods: narrative, historical-genetic, historical-systemic, ideographic, historical-typological, structural. Linguistic: linguistic observation and description, extraction of linguistic data, comparative linguistic, lexico-semantic, contextual. The practical significance of the study is expressed in the possibility of using its results when referring to the philosophy of mechanism in the Early Modern Age, taking into account discoveries in the field of the origins of the formation of this concept. Scientific novelty is due to a new look at the early stage of the formation of the concept of mechanism from the dual position of the history of philosophy – and the philosophy of history. The result of the study was the discovery of the most valuable forms of development of early mechanism within the framework of the analytical approach.

ECONOMIC FOUNDATIONS OF THE SOCIAL WELL-BEING OF ETHNIC GROUPS IN MULTINATIONAL BASHKORTOSTAN (ACCORDING TO ETHNOSOCIOLOGICAL STUDIES)
In this article, based on the data of ethnosociological surveys, on the example of the multinational Republic of Bashkortostan, the dynamics of the socio-economic state of ethnic groups in the conditions of the development of market relations is considered. The transition to a market economy in the early 1990s significantly affected the overall well-being of the population as a whole in the country. It is established that in the Republic of Bashkortostan, the transformational period of transition to a market system was accompanied as a model of the most "soft entry". As such a model, in order to prevent negative social upheavals, the preservation of collective farms and state farms was allowed, public transport became free at the expense of the republic's budget. The transfer or sale of land to private ownership was prohibited. All these measures, it would seem, were supposed to protect the population to a certain extent from "shock therapy" and contribute to a softer adaptation to the conditions of a market economy. It is established that despite the measures taken by the leadership of the country and the republic, the survey data show a significant deterioration in the economic and financial situation of the population of the republic in the mid-1990s. It was revealed that ethnosociological surveys conducted 20 years later showed that more than half of the respondents surveyed noted a significant improvement in the economic and financial situation of their families over the past 10-15 years.

THE SPECIFICS OF PR TOOLS AND TECHNIQUES IN THE CONTEXT OF THE FOURTH INDUSTRIAL REVOLUTION
Public relations management is undergoing significant changes due to the innovations brought about by the fourth industrial revolution. Globalization, digitalization and the advancement in artificial intelligence have made it possible to process large amounts of data in the shortest possible time leading to the transformation of the methods and fundamental principles of PR.
The paper aims to analyze those changes in relation to the effectiveness of PR and communication strategies in current economy.
The study reveals that the major trend in public relations at present involves closer interaction between PR and marketing and the increasing role of media communications. The critical factors for successful PR management include the optimal use of the media space. The crisis caused by the coronavirus pandemic has become a catalyst for the changes that had already started: reliance on digital communication and growing role of online media. New PR methods shift the focus from conventional corporate communication to client-centric strategies; due to the functionality of new media barriers between consumers and brands are disappearing thus enabling direct dialogue with target audiences in real time. Thus, through new, more flexible tools, the PR industry is evolving from dealing with a purely informative task of maintaining relations with the consumer into a mechanism of strategic planning.
Since new techniques are universally applicable and can be utilized in public relations management of corporate, political, and administrative institutions, as well as commercial and non-profit entities, the study can be of interest for both theoretical and practical purposes.

MODELING OF OUTBOUNG TOURISM OF RUSSIANS
The article discusses the possibility of making forecasts of tourist trips of Russians abroad based on the information that potential tourists are looking for on the Internet. Historical, natural and artificial tourist resources are analyzed. Based on search queries about historical and natural resources, it was possible to build a predictive model of the tourist outbound flow of Russians. Separately, on the example of the incoming tourist flow, the case of forecasting based on search queries about an artificial tourist resource – the 2018 FIFA World Cup was considered. The article is of interest to specialists dealing with the problems of population mobility and modeling of social processes.

COUNTERACTION TO CORRUPTION WITHIN THE INSTITUTE OF THE STATE CIVIL SERVICE: TOPICAL ISSUES
The Russian Federation annually shows fairly high indicators of corruption in various ratings published by international anti-corruption organizations. In this sense, the fight against corruption in various spheres does not lose its relevance. In the article, the author examines the features of anti-corruption policy at the present stage, raises topical issues of political and legal counteraction to corruption risks. Special attention is paid to corruption in the public service as a particularly dangerous social phenomenon, and judicial statistics of criminal cases are considered, indicating the growth of the corruption component of public administration. International experience of anti-corruption compliance in the public service system is also considered. According to the author, successful counteraction to corruption components is seen in the implementation of the main international anti-corruption documents in national legislation, in improving the anti-corruption policy, taking into account successful foreign practices.

ON THE QUESTION OF THE NATURE OF POLITICAL LEADERSHIP
The author presents the results of a study of the nature of political leadership in this research. The article deals with the factors influence on the formation of personal qualities of a political leader, in particular, historical, social and psychological. The authors, based on the analysis of the structural components of the characters of political leaders of the twentieth century, come to the conclusion that the factors described by researcher M. Hermann find real confirmation in modern history and play an important role in shaping the image of a political leader.

THE MAIN STAGES OF DEVELOPMENT AND SIGNS OF THE WELFARE STATE POLICY
The main stages of the formation of the welfare state are analyzed. There are four main periods: the formation of the "minimum welfare state" (until the end of the XIX century; the origin and formation of social insurance systems (1880-1914); the "Golden Age" associated with the growth of social spending of the state (1920s-1970s); the crisis (since the 1970s of the twentieth century). The basic attributive features of the welfare state are highlighted: the introduction and availability of a social insurance system in the state; a significant amount of social expenditures of the state.

POLITICAL SCANDAL AS A TOOL TO CONTROL THE COMMUNICATION ENVIRONMENT IN RUSSIA'S DOMESTIC POLICY IN THE PERIOD FROM 2015 TO 2019
The article examines the experience of using the scandal as a tool to control the communication environment by the political elite of Russia. The purpose of the study is to determine the benefits of using a political scandal for the authorities, to identify limitations in the area of its application. The following methods were used in the work: event analysis, comparative analysis, content analysis. It is concluded that in the period from 2015 to 2019, the political elite was the main stakeholder in the informational support of scandals, including those against their representatives at the federal and regional levels. In fact, the political scandal in the media landscape was one of the most important directions in the implementation of the state's communication strategy. However, after 2018, the resources needed for regular scandalization of the agenda decreased (first of all, the rating of the authorities decreased), and the events of 2020 forced the elite to abandon this practice as a key one.

The article considers problems of ethnic identities in strengthening the national unity of the Russian Federation. Analyzed the main directions of national policy in a multinational society, which are designed to stabilize: political, ideological, social and economic processes in the modern Russia. The possibilities of the emergence of new political realities in the context of changing relations between ethnic identities and national identity are analyzed. The findings suggest that inadmissible for the values of large and small ethnic groups to be lost while strengthening and cultivating the foundations of national identity.

INFLUENCE OF INTERVIEWS WITH POLITICAL LEADERS ON THE FORMATION OF PUBLIC OPINION
The article attempts to consider a political interview as part of a political and ideological media content. Currently, there is an intensive development and transformation of the model and format of political interview widely used in the Soviet period by implementing and developing a political and propaganda system in conducted political interviews. The purpose of any modern political interview is the need to explain, clarify and promote to a wide audience any specific and specific political idea and political program. Any political leader within the framework of a political interview also actively seeks to form an image of his party, which he represents and whose program he promotes among the audience of the interview. The ultimate goal of a political interview is to reach mutual understanding with the public on important issues related to domestic and foreign policy issues. In addition, the article will study the features of a political interview, determine the respondent's intentions and analyze the language strategies by which they are achieved.

CORRELATIONS IN THE TRAJECTORIES OF POLITICAL TRANSFORMATIONS "DEMOCRACY – SEMI-DEMOCRACY" AND "SEMI-DEMOCRACY – DEMOCRACY"
The article considers correlations of structural indicators and trajectories of political transformations «democracy – semi-democracy» and «semi-democracy – democracy». The «comparative points of aggregate correlations» in both trajectories are compared. This allows to consider the general and different in the dynamics of indicators. the article draws a conclusion about the nature of connection of each indicator with the trajectory of political transformation on this basis. A number of indicators are associated with different directions of political transformation. Other indicators in both trajectories are related to one direction of political transformation. Possible interpretations of the relationship with political transformations are formulated for indicators of different directions and one. The ranking on the strength of communication allowed to identify a set of the most important indicators. According to preliminary data, indicators related to the different directions of transformation are related to organic development. Indicators related to one direction of transformation relate to public administration.

CURRENT ASPECTS OF THE STATE SUSTAINABLE DEVELOPMENT POLICIES INDIGENOUS PEOPLES OF THE NORTH IN MODERN RUSSIA
The article deals with aspects of the Russian state policy sustainable development of indigenous peoples of the North, Siberia and the Far East of the Russian Federation. The main content of the study is an overview of the theoretical views of modern political science on the concept of sustainable development, as well as the features of its practical implementation in the context of Russia's national policy towards the indigenous peoples of the North. The purpose of the study is to analyze the supranational formation of sustainable development ideas, as well as their practical implementation in Russia in relation to the indigenous peoples.
The objectives of the study are to analyze the formation of the concept of sustainable development, theoretical views on the problems of the international community's transition to the principles of sustainability, the current state of the domestic policy of sustainable development of the indigenous peoples, the concept of sustainable development of the indigenous peoples, as well as a review of political technologies on their socio-economic and ethno-cultural development on the territory of Russia. The study is based on the analysis of scientific sources containing information on the issues of sustainable development, as well as open sources of executive authorities, regulations of the Federal and regional level, regulating the national policy in the field of sustainable development of the indigenous peoples.
The main scientific method in this study is an interdisciplinary method. A review of the current state of the policy of sustainable development of the indigenous peoples of the North, the concept of sustainable development of the indigenous peoples of the North, as well as modern political mechanisms for their socio-economic and ethno-cultural development was also carried out. The activity of state bodies of federal and regional significance, as well as municipal authorities on the territory of 28 constituent entities of the Russian Federation, was analyzed where the indigenous peoples live.
The results of this study can be used when forming recommendations for public authorities, whose competence includes the implementation of national policy.

RUSSIA'S SPECIAL MILITARY OPERATION IN UKRAINE: COINCIDENCE OR REGULARITY?
The article substantiates regularity of Russia’s special military operation in Ukraine. It is associated with the need to ensure Russia's national security in the process of forming a new world order. The regularities of changing world orders, the reasons why Ukraine has become the spearhead of the Western anti-Russian policy, signs of Ukraine's loss of subjectivity in world politics and the system of mastering of Ukrainian territory by the United States, the European Union and NATO are considered. The course of special operation in accordance with the goals set is analyzed and the author's view on the prospects for development of Ukrainian society as a result of this operation is offered.

Digital technologies are increasingly penetrating into the daily life of a person, as well as into the processes of managing society and the state. The migration sphere is the area where the interests of society and the state directly collide. And it is not surprising that the digitalization of this area is one of the priorities of state policy. The article discusses the experience of digitalization of the migration sphere by developed countries. It is noted that digitalization helps to assess migration flows (external and internal), but one of the main areas of its application is the adaptation of foreign citizens to the conditions of the host society. It is digitalization that provides mechanisms that help the least traumatic entry of a migrant into the society of the recipient country.

RUSSIA IN MODERN MILITARY AND POLITICAL DISCOURSE OF THE REPUBLIC OF BELARUS
This article analyzes the interpretation of the image of the Russian Federation in two main segments of the defense discourse of the Republic of Belarus. This discourse is segmented into pro-Russian and pro-Western. The main conclusion that allows us to draw a discourse analysis of these segments is that the image of Russia and its Armed Forces is modeled and transmitted to the Belarusian society depending on the geopolitical orientations of the actors of the Belarusian defense discourse. A separate emphasis in the article is placed on the fact that the widespread dichotomy “pro-Russian authorities/anti-Russian opposition” in relation to modern Belarus is not always politically correct. The palette of the Belarusian view of Russia is more complex, which is clearly demonstrated by the example of the defense discourse that exists today in Belarus.

GAMIFICATION AS AN ONLINE INSTRUMENT OF CONFLICT MOBILIZATION
The phenomenon of protest gamification is a new tool of conflict mobilization Internet technologies, the importance of studying which is determined by the fundamental legal acts of the Russian Federation in the field of ensuring the internal security of the state. The actual use of this tool during the protests in Hong Kong in 2019 indicates the possibility of its use in Russia as well. The purpose of this article is to study the very phenomenon of protest gamification, identify the main risks from its use, and also propose methods to counter it. The authors of the article studied this phenomenon, revealed its evolution and distribution in various areas of public life, such as the learning process, information activities, public administration, as well as the political sphere of public life. In addition, the main risks from its use are identified, such as strengthening the “crowd effect”, reducing the possibilities for a rational analysis of what is happening by the protesters, attracting citizens who want to take part in the game, and not to protect their political rights and freedoms. Also, the authors of the article proposed mechanisms for leveling the threat from the use of the protest gamification phenomenon. Among them is the impact on the rules and goals of the game, the change of which will lead to a loss of interest in participating on the part of the protesters.

LINK OF LOBBYING ACTIVITY OF NGOS WITH INTERESTS OF ELITE GROUPS (ON THE EXAMPLE OF ENERGY AND CLIMATE POLICY IN THE MODERN USA)
Non-governmental organizations (NGOs) over the past decades have become as important participants in the political and lobbying process as politicians, officials, official lobbying agencies and commercial companies. Elite groups actively use the activities of such organizations in order to influence the political course of the state. Due to the importance of civil society and public opinion in the electoral process, NGOs play a special role in the modern United States of America. At the same time, the activity of NGOs in one of the most pressing conflicts of the decade – between climate activists and oil and gas companies – is especially important. Understanding the links and private interests behind NGOs helps not only to identify lobbying efforts disguised as socially useful activities, but also to rethink the role of such organizations in general, including in Russia. The purpose of this study is to build a general model of the links between the interests of elite groups and the lobbying activity of NGOs on the example of energy and climate policy in the modern United States. The object of the study is the lobbying activity of NGOs. The subject of the study is the link between the lobbying activity of NGOs with the interests of elite groups on the example of energy and climate policy in the modern United States. As part of the study, the author analyzes the commercial, political and other ties of the most active pro-climate and pro-fossil NGOs in the modern United States, verifying the general model in which the lobbying activity of NGOs corresponds to the interests of the elite groups behind them.

RELATIONS BETWEEN TURKEY AND THE EU ENERGY UNION IN THE FIELD OF ENSURING ENERGY SECURITY (POLITICAL ASPECT)
This article attempts to analyze the relationship between Turkey and the EU energy union in the field of energy security. The problem of conducting an energy dialogue with the aim of integrating Turkey's energy markets with the EU and focusing on the development of an interconnected electricity and gas market, the synchronization of renewable energy sources, energy efficiency policies and climate change was studied. It is concluded that Turkey today makes an important contribution to improving the energy security of the region and has acquired the status of a leading player in the energy supply market in the EU, which allows it to position itself as a significant political factor in the region. However, it lags behind in transposing EU energy legislation and implementing market liberalization reforms. It also points out that in an attempt to reduce its dependence on foreign energy imports, Turkey needs to further develop its renewable energy market, which is currently underinvested and limited by an ineffective regulatory framework for economic incentives. Partly for this and to define the relationship with the EU in the field of energy security, a new energy initiative is needed that meets the requirements of the energy security of the EU and Turkey. Such an initiative would require common diplomacy to open up new sources of energy in the Caspian Sea, the Mediterranean Sea and the Middle East. In addition, a common political will be needed to integrate into regional markets through investment in cross-border energy infrastructure and synchronization of the regulatory framework.

IMPACT OF THE RUSSIAN-UKRAINIAN CONFLICT ON THE TRANSFORMATION OF THE INTERNATIONAL ORDER
The Russian-Ukrainian conflict is the biggest crisis in Europe in the 21st century. This is not just a conflict between Russia and Ukraine or between Russia and the West, it is also a major event that has influenced the transformation of the international order, changing the geopolitical model in Eurasia and rethinking key issues in world affairs in the 21st century.
The article describes the Russian-Ukrainian conflict and predicts its impact on the international political order, the security order and the international economic order. The decline of the international order led by the US and the West was also considered.
The results of the study allow us to assert that in the short term the Russian-Ukrainian conflict will not lead to the collapse of the post-war international order. In the long term, the conflict between Russia and Ukraine could have a significant impact on the global economy and political order. On the one hand, although a new international order has not yet been established, the global economic and political order is being restructured, which also makes it possible to rethink the process of globalization and deglobalization. On the other hand, in these years, confrontation and security issues continue to undermine peace and development, groups with different interests constantly compete for new dominant positions, and conflicts, rivalries and de-globalization trends become more and more evident.

THE ROLE OF THE IPC IN SOLVING THE PROBLEMS OF RUSSIAN GERMANS
The proposed publication discusses the role of the Intergovernmental Russian-German Commission for a comprehensive solution of the accumulated issues of Russian Germans in ensuring a comfortable stay for representatives of the German ethnic group on the territory of the Russian Federation. It is noted that the original purpose of the existence of the IPC is the gradual restoration of the autonomy of the "Russian Germans", but in fact the Commission has become a body to ensure the most favorable return of ethnic Germans to their historical homeland. The author reveals the factors that became barriers to the creation of German autonomies: 1) the negative attitude of the Russian population towards isolated ethnic formations on the Volga; 2) deterioration of the socio-economic situation in Russia due to the collapse of the Soviet Union; 3) encouragement of repatriation sentiments on the part of the German government; 4) an incomparably higher standard of living in the historical homeland. According to the author, both the Russian Federation and the Federal Republic of Germany were not interested in creating autonomies, despite the goals of the IPC declared at the end of the last century, moreover, both sides legally and practically supported the return of ethnic Germans to their historical homeland. The current trend in solving the problem of “Russian Germans” is the reorientation of Russian-German activities towards joint business in densely populated areas in order to develop human capital among those ethnic Germans who do not intend to repatriate. At the end of the article, it is said that the IPC has now become an important tool for relieving social tension, coordinating and regulating the efforts of the two countries aimed at reviving and developing the socio-economic and cultural base of the German ethnos in Russia and the successful integration of immigrants in Germany.

THE IMPACT OF THE BIDEN ADMINISTRATION ON THE STRATEGIC COMPETITIVE RELATIONSHIP BETWEEN CHINA AND THE UNITED STATES
The Biden administration has inherited the Trump administration's notion that China is a major strategic competitor. Competition is the core concept of the Biden administration's view of China, the organizing principle of its China policy. However, in terms of competition methods, the Biden administration and the Trump administration have important differences, such as a greater focus on improving the competitiveness of the United States itself, greater use of the alliance system and multilateral mechanisms, an emphasis on "smart competition", and not excluding the necessary cooperation with China. The Biden administration's strategic competition with China will be tempered by a number of internal and external factors. In the new situation, China will better cope with the strategic competition from the United States, and guide and shape the increasingly competitive bilateral relationship. In the coming years, Sino-US relations will develop mainly in three interactive modes: competition and cooperation, competition and competition-conflict.

DEVELOPMENT OF THE IDEAS OF NATIONAL EDUCATION IN THE WORKS OF THE HISTORICAL AND PEDAGOGICAL COMMUNITY OF RUSSIA IN 1860-1917
The article considers the experience of the formation and development of the ideas of the national school, reflected in the works of historians, teachers, philosophers of the Russian Empire in the second half of the 19th and early 20th centuries. In this historical period, the ideas of national education were in the process of formation and were considered as an integral part of folk pedagogy. Russian scientists belonging to various trends and scientific schools have contributed to the study of this field of knowledge.
The study analyzes the process of the genesis of the national school in the works of the historical and pedagogical community, traces the dynamics of the transformation of views, analyzes the differences in approaches to the study of this issue depending on the field of scientific activity, as well as on the practical or theoretical orientation of researchers in relation to the topic under study.
The theoretical basis of the study is an anthropological approach, comparative historical, structural and functional.
The author concludes that, despite the fact that in the period under study the national school was not considered as an independent phenomenon, this issue is systematically found in the works of historians and teachers and allows one to form a comprehensive understanding of the history of its formation and development, to trace the features of the implementation of the state national policy, policy in the field of education and enlightenment, the formation of society's attitude to this problem.

SUMMER CAMPS OF YOUTH MOVEMENTS IN THE SYSTEM OF NATIONAL EDUCATION OF EMIGRATION OF THE "FIRST WAVE" ACCORDING TO THE MATERIALS OF THE PRESS
In the early years, Russian refugees began to think about the importance of preserving their children's national identity. Various emigrant organizations have engaged in the construction of Russian identity among young people. Out-of-school organizations have been very active in this field: scouts, razvedchiki (pathinders), vitiazi (knights), falcons. They used different methods in their work, but nothing gave children such joy as summer camps. In the Russian Empire, children's camps and colonies were also practiced, but their goal was solely to take care of the physical condition and entertainment of the wards. In emigration, their importance has grown. The camps were developed physically, and at the same time gave Russian boys and girls from different regions the opportunity to get to know each other and served as a kind of national intensive. In the absence of the opportunity to be at home, the camps for a while became such a piece of Russia outside of Russia. The construction of national identity went in several ways. The first and most effective method was immersion in the Russian-speaking environment, which affected children of all ages. This was followed by familiarization with culture and traditions: fairy tales were told, scenes based on classical works were staged, divine services were held, libraries were arranged, the national tricolor flew over the camp, and when it was raised, some of the traditional hymns were performed. The third way of constructing identity was conversations with older children, with whom teachers and invited guests discussed the Civil War, the political situation in Russia and the mission of emigrants in the world.

TO THE QUESTION OF THE ECONOMIC DEVELOPMENT OF THE DERBENT POSSESSION IN THE XVIII – FIRST HALF OF THE XIX CENTURIES
The article deals with the problems of the development of the economy and trade of the Derbent possession and its role in the development of Dagestan in the 18th – first half of the 19th centuries. Derbent is presented as a link between the peoples of the North Caucasus and the countries of the Transcaucasus, the Middle East, as well as an important region of economic and strategic importance. The conclusion is made about the role of Derbent as a major trading center and the only port in Dagestan during this period.

ORGANIZATION OF COMMUNICATIONS IN THE RUSSIAN ARMY ON THE EVE AND DURING THE FIRST WORLD WAR
The First World War showed the need for centralized management of the entire information exchange system. At the same time, the organizational measures carried out during the war were of a forced nature, being rather a belated reaction that followed the development of the command and control system. The principle of organizing communication from subordinate to senior did not allow for effective information exchange in the corps– division–regiment management link, which required a new approach in which communication with subordinates would be provided by means of the senior staff. Undoubtedly, the solution to this problem was possible only under the condition of deep transformations affecting the structure of units and units of communications, which could not be implemented during the war, but found its solution in the Soviet period, when communications troops were created and a communications management system was formed.

The article examines the views of the population on the state of crime in Leningrad, as well as the participation of public service employees in combating crime.

The study of the relations of the mountaineers of Dagestan with the peoples of the North Caucasus is of great scientific and practical importance. The main items of trade were products of agricultural and cattle breeding, products of local craftsmen. The most famous centers of trade relations were Terskiy Gorod, Tarki, Andy, Derbent, Tatartup. The peoples of the North Caucasus were connected to each other by a network of roads. The article talks about political and cultural ties. It notes that the development of relations in the region was complicated by the arbitrarily imposed by local owners of racketeering fees, as well as robberies.

In this article we describe the significance of the metric books of the city of Zaraysk as a historical source of the Moscow region. Since Metric books are not only sources for the study of genealogy, but also statistical documents for the Moscow Region of the late XVIII – early XX century. This resource is significant in the description of the form, size, storage location. Articles become the place of storage of the collection, many of which are identified for the first time, the systematization of metric books is carried out. The article shows the crisis situations associated with the creation of funds of metric books of the city of Zaraysk of the late XVIII – early XX century and the integrity of the original source.

In our article, the Kurdish national dance is considered as a subject of political and cultural research. Its characteristic features are described as part of the artistic culture, and as a factor in the influence of political education. An analysis of the main features of the development of Kurdish history and its cultural component allows us to assert the socio-cultural and political conditionality and mass character of dance culture, separately consider its communicative potential, and also consider it as the most important tool for self-identification and national education. Teaching the national dance to modern youth contributes to the patriotic education of youth.

The article analyzes the work of medical institutions serving the local population of the Ulyanovsk region (since 19.01.1943, Ulyanovsk region) during the Great Patriotic War on the basis of archival and previously published material. The article describes the difficulties experienced by Ulyanovsk healthcare during the war period. The author pays special attention to the activities of the oldest medical institutions in the region, on the basis of which their own branches of the medical service began to develop in subsequent years.

THE GROWTH OF REVOLUTIONARY SENTIMENTS IN THE ARMY AND ITS PARTICIPATION IN THE POLITICAL LIFE OF THE REGION AFTER FEBRUARY 1917 (BASED ON THE MATERIALS OF THE MIDDLE VOLGA REGION)
The author of the article examines the process of the growth of revolutionary sentiments of soldiers of the rear garrisons of the Russian army after the February events of 1917. The facts from the practice of the activity of representatives of regional and local radical political parties in the army structures are given, it is concluded that war fatigue, dissatisfaction with the policy of the Provisional Government, which advocated its continuation, played a fundamental role for the growth of revolutionary sentiments of the soldiers of the masses of local garrisons, were one of the main reasons for the decomposition of the Russian army.

This article is devoted to the study of historical reasons, prerequisites of silkworm breeding in Russia, in the North Caucasus and in Stavropol Province in particular. In the course of the study we study the main issues of development of silkworm breeding associated with the activities of A.F. Rebrov and the craft culture of the Stavropol Cossacks. Relevance of the topic is connected with the necessity of private study of the peculiarities of regional silkworm breeding as a factor of formation of economic, social and cultural ties between a city and a village in the Stavropol Territory. Practical value consists in possibility of use of materials of work in the further studying of the Russian silk-growing of XIX – the beginning of XX centuries. From the methodical aspect, the materials of the study can be used in the lessons of historical disciplines at the level of higher educational institution. Scientific novelty of the research is stipulated by discovery of the links between the activity of A.F. Rebrov, crafts of the Stavropol Cossacks and trading of Stavropol inhabitants with representatives of the Greek settlements in the second quarter of the XIX century. These factors formed the basis of the regional craft, which is put forward as a thesis on origin in the centre of Stavropol province the first complete craft of silk production in history of Russian empire. Methodological apparatus of the study consisted of special historical methods, as well as sociological and cultural methods, used as auxiliary. The research resulted in definition of essence, forms and peculiarities of silk production development on the territory of Stavropol Province in XIX – early XX centuries.

FORMATION OF LITTLE RUSSIAN IDENTITY IN THE 17TH CENTURY: PECULIARITIES OF GENESIS AND EVOLUTION
The article deals with the problematic issues of the origin and evolution of the Little Russian identity in the 17th century. The aspect of the ethnic delimitation of the Orthodox population of Russia and the Polish-Lithuanian Commonwealth is being investigated. The terms used in the 17th century as ethno-confessional markers are analyzed. The role of Orthodoxy as a pivotal factor in the ideology of «reunification» in 1654 is revealed, as well as the historical images of St. Vladimir and the Baptism of Russia in this process. The transformation of the role of Kiev sofers in the preparation of the key ideas of "unification" is studied. The ethno-dynastic principle formulated by them, which justified the right of the Romanov dynasty to the Little Russian lands, is highlighted. The milestone historical events of the Liberation war, the Pereyaslav Rada and the "Ruins" are interpreted in a confessional context. The feeling of ethnic kinship between the inhabitants of Little Russia and Russia within the broad framework of an imaginary community is characterized.

THE RELEVANCE OF STUDYING THE ETHNIC CONSCIOUSNESS OF THE KHAKAS PEOPLE AS A SUBJECT OF ETHNOGRAPHIC RESEARCH
The article provides a historiographical analysis of studies of the ethnic consciousness of the Khakass people. The ethnographic studies of the Khakass people are analyzed, such as Viktor Butanaev, Leonid Kyzlasov, Igor Kyzlasov, Kavris Torbostaev, Venariy Burnakov and others, as well as studies of philosophy, philology, psychology Larisa Anzhiganov, Marat Chistanov, Yulia Oreshkov and others. Each researcher considers his area of consciousness of the Khakass people. The completeness of the study of the ethnic consciousness of the Khakass people in terms of its components is considered. In the future, further research of all possible components is required, and the systematization of the components of consciousness so that there is an interdisciplinary connection between the components of consciousness, and in general they give a general picture of ethnic consciousness, with its development in the process of globalization. It follows that ethnographic studies of the ethnic consciousness of the Khakass people are currently relevant and require further research, as well as in other areas of research, such as cultural studies, psychology, sociology, etc.

IMPLEMENTATION OF EDUCATIONAL POLICY IN THE SYSTEM OF SCHOOL EDUCATION IN THE LATE 1930S. (ON THE MATERIAL OF THE ARCHIVE SOURCES OF ULYANOVSK REGION)
The article reveals the problems that the education system faced and ways to solve them based on the material of the Simbirsk region. In the late 1930s the task of introducing obligatory primary education was almost completed. The ruling party set a new goal for the education system – to improve the quality of education itself. That issue correlates with the modern one in the system of school education, which makes the study of the Soviet experience relevant in our time. This goal was to solve the problem of the emergence of educational impact on schoolchildren, both in school and in their free time. On the basis of legislative acts, as well as methodological formulations contained in the archives, the author analyses applied steps (both administratively and methodically) that are aimed at improving the quality of education of the younger generation. The use of both general scientific (analysis, synthesis of information) and particular scientific (historical analysis of didactic sources, historical-typological, historical-comparative) methods requires scientific character and completeness of the study. The author concludes that the education played a key role in improving the quality of education in general, in political education, in the moral formation of the personality of citizens, so the Soviet experience can be transferred to modern realities, taking into account the current situation.

The article discusses the advocacy and outreach activities carried out by party bodies, with the aim of combating and prevention of crime in the Ulyanovsk region in 1941-1945. These events were considered an effective method of crime prevention. The author argues that during the Patriotic war the role of propaganda and propaganda is increasing as a key means to improve the morale of the population and to maintain well-functioning of the rear. The article analyzes the main types of propaganda activities, such as meetings of homeowners, the party court.

ULYANOVSK REGIONAL NEWSPAPER "PROLETARIAN WAY" ABOUT THE WORKERS OF THE VILLAGE
This article is based on a historical source – the periodical press, the organ of the Ulyanovsk Region of the CPSU (b), an attempt was made to carry out a retrospective analysis of the problem and the daily work of collective farm workers in early 1943. The situation at the front depended not only on soldiers and officers, the rear made a great contribution to the victory over the enemy. Collective farms, state farms, MTS, factories worked non-stop, any products produced by home front workers helped front-line soldiers. Since the beginning of the Great Patriotic War, the system of collective farms has shown its effectiveness in supplying cities and the army, but it also began to be affected by the military factor. A significant number of workers went to the front, they were replaced by women, teenagers, the elderly. Those of them who were now engaged in agriculture with the use of technology had to be taught, accidents and accidents were inevitable. The situation began to deteriorate due to the retreat of the Red Army.

The article is devoted to the analysis of the attitude of the leaders and officers of the White Movement in the South of Russia to the Red Army. The research focuses on the moral-ethical and ethno-social assessments of the personnel of the Red Army by the White Guardsmen. Special attention is paid to the specific emotional perception of the enemy by the leadership and officers of the White Movement. It is demonstratedby the example of assessments by the White Guardsmen of the reasons for the entry of their former fellow citizens and even colleagues into the Red Army. The main source of the research is the memoirs of such military-political and ideological leaders of the White Movement as A.I. Denikin and P.N. Wrangel. The article focuses on the differences in the social and ethnic basis of the opposing armies, reflected in the memoirs of the leaders and officers of the White Movement.

HEALTHCARE AND MEDICAL AFFAIRS OF THE MOSCOW STATE XV-XVII CENTURIES. BASED ON THE TALES OF FOREIGNERS: TYPOLOGICAL SERIES OF WRITTEN SOURCES
State, economic, social and ideological prerequisites laid the foundation for a single vector formation of the Moscow state and the development of the command system. Among which there was an Apothecary's order in charge of the health and treatment of the sovereign and his family. In the future, the order becomes the basis for the formation of a unified healthcare system. Medical practice in Russia had a heterogeneous basis: folk and everyday methods of treatment prevailed, expressed in the synthesis of pagan traditions and Christian teachings. The formation of a foreign medical "school" has not become a fundamental factor in the change and revision of views on traditional approaches. The antagonism between rational and rational approach in the aspects of treatment and prevention will continue for a long time.
In European countries, thanks to the ancient past, medicine as a science is formed much earlier than in Russia. As a result of the Centralization of the Moscow state, old diplomatic ties are being restored and new ones are being formed, thereby reading the cultural and scientific dilogy, which is expressed in diplomatic and embassy relations.
A different cultural and informational background of foreigners, and close acquaintance with Muscovy, through embassy and trade relations, forms a "different" view of social, economic and political relations. Thanks to the written fixation of foreign guests, we can get a huge information layer. Using systematic, retrospective, historical and comparative methods and involving special historical disciplines, it can be postulated that an analysis of the corpus of foreign written sources is necessary for a holistic picture of medical practice and medicine on the territory of the Moscow state.
In this article, we will display the written sources of the "tales of foreigners". Based on the content, we will highlight a typical series reflecting verification regarding medical and healthcare.

THE HUMANIST DIRECTION OF CHINA'S POLITICAL MODERNIZATION
The article considers political modernization as a superstructure over all other types of modernization. It is noted that since its inception, the Chinese Communist Party (CCP) has adhered to a political position according to which the people act as a determining factor in the political, economic, cultural development of society. All the events that took place, all the political decisions of the CCP at various stages of its existence, sought to evaluate from the standpoint of the people, from the point of view of how they would affect the people. In the course of the socialist modernization taking place in China, the Communist Party strives to guarantee the rights of the people and ensure the people's position as master of the country. The activities of the CCP at the present stage of the country's development are aimed at the gradual implementation of political democratization and the rise of people's democracy to the highest (in accordance with existing conditions) level. Among the factors of political modernization of the country, the desire to constantly deepen people's democracy, the need to take into account specific political conditions, the importance of firm leadership of the process by the party, maintaining political stability and expanding citizen participation in political life were identified. It is concluded that the main feature of China's political modernization has become the active efforts made by the leadership to give Chinese politics a more democratic sound, which means that there is reason to say that the modernization carried out in the country's political system has a humanistic orientation.

FEATURES OF IDENTITY FORMATION IN A MULTINATIONAL RUSSIAN REGION (ON THE EXAMPLE OF THE REPUBLIC OF BASHKORTOSTAN)
The tendencies of the manifestation of ethnic, regional and all-Russian identity in the multinational Republic of Bashkortostan are considered. Based on the data of several large-scale ethnosociological studies conducted in the republic from 1993 to 2020, the main trends in the formation and development of regional and Russian identities are shown. It is established that the formation of different levels of identities is significantly influenced by the ongoing social, ethno-cultural policy, aimed primarily at the awareness of the population of a single whole, with the territory in which they live, or with the country, with its nationwide idea of a single "Russian identity". In the early 1990 s, ethnic identity prevailed in the republics against the background of the policy of national revival, language and culture. The "parade of sovereignties" in the republics, in turn, elevated the republican (regional) identity. The relevance of the study is due to the fact that over the past little less than 30 years, despite the revival of ethnicity and regional identity, an all-Russian identity is also being formed in national republics. It was found that among respondents of non-Russian nationality, but with their native Russian, the share of identifying themselves as Russians is significantly higher than with their native national language.
It is proved that the inhabitants of the republic began to associate themselves more not only with their ethnicity, but also to feel their belonging to a great country – Russia.

DIGITAL ECOSYSTEMS AS A TOOL FOR CREATING SHARED VALUES
The article discusses the work of digital ecosystems, which have become crucial during the coronavirus pandemic. The purpose of the study is to understand the mechanisms of innovative digital ecosystems as a source of co-creation of common values. The modern platforms allow communities of like-minded people to resist global challenges and threats with their resources, actions and intellectual capabilities. The increased opportunities for processing big data have a high potential in forming strategies based on humanistic values and can be used for the benefit of society, including a more effective implementation of social projects, improving public services offered to the population or stimulating inclusive innovations. To achieve this goal, it seems essential to consider carefully the opportunities provided by the work of ecosystems in the creation of common values. The study explains that interaction of actors within the system can help to develop socially useful meanings, a more holistic view of life, common values. The use of modern opportunities of the digital space and high-tech innovative tools that create synergy between social and technical sides thus stimulating sustainable development of the society.

INFLUENCE OF INTERVIEWS WITH POLITICAL LEADERS ON THE FORMATION OF PUBLIC OPINION
Within the framework of this article, the influence of such a tool for forming public opinion as interviews with political leaders is considered. This type of interview is actively used by politicians in the processes of campaigning and within the framework of election campaigns in order to bring to the audience certain information disseminated through the "question-answer" system, change public consciousness, form a certain public opinion in relation to individual political actors such as individual candidates, political parties, political programs, etc. The article also pays attention to the consideration of such definitions as political interview, public consciousness, public opinion. The article reveals the necessity and importance of conducting political interviews, forms of changing public opinion through interviews with political leaders.

CORRELATIONS IN POLITICAL TRANSFORMATIONS: SELECTION OF INDICATORS
The article proposes a new approach to the study of the transformation of political regimes. Existing theories describe and explain fragments of political reality. These theories have a solid evidence base. At the same time, these theories are in contradiction with each other, so it is not possible to develop a single universal explanatory construction. The basic structure theories of political transformations have been considered. The basic structure theories have been operationalized. As a result of operationalization, structural indicators were identified. It is appropriate to consider the indicators together, in contrast to the practice of existing theories. The obtained indicators will be used to identify correlations between the selected indicators and transformations of political regimes.

ALL-RUSSIAN AND REGIONAL TRENDS IN THE DEVELOPMENT OF POLITICAL SYSTEMS
The article discusses the main parameters and stages of the development of political systems at the federal and regional levels, trends in accordance with these stages. It is noted that in the Russian conditions of political modernization and transformation, the peculiarities of the federal political system are necessarily projected onto regional political systems. The general and specific regional trends in the development of political systems are analyzed. Testify that with a relatively stable and unified political system, there have recently been tendencies to strengthen the political and cultural diversity of the regions.

FEATURES OF PERCEPTION OF ACTIVITY BUSINESS STRUCTURES FROM THE RESIDENTS REPUBLIC OF MORDOVIA
The development of civil society is invariably associated with the emergence of a middle class and an increase in the economic activity of the population. The purpose of this study is to study the peculiarities of the perception of the activities of business structures by the residents of the Republic of Mordovia. The specificity of the attitude to entrepreneurial activity was revealed by the results of a questionnaire survey, which was attended by 300 residents of the Republic of Mordovia aged 18 to 80 years. It is concluded that the perception of business structures in the region largely coincides with the all-Russian trends. There is a trend towards a positive perception of small and medium-sized businesses, and the level of entrepreneurial activity is gradually increasing. At the same time, the considered process of the development of civil society and the formation of the middle class in the Republic of Mordovia is currently complicated due to the unstable socio-economic situation in the region and the low level of income of the population.

RUSSIAN POLICY IN LATIN AMERICA IN THE CONTEXT OF FORMATION OF A NEW WORLD ORDER
In the modern world, the transformation of the world order is taking place, the reason for which is the shift in the balance of power in the world arena in favor of developing countries. Existing theoretical approaches have outlined six main options for a possible new world order: multipolarity, polycentricity, multilateralism, unipolar, bipolar world and a world built by rules. The most likely are multipolar and polycentric worlds. A hierarchical system is more appropriate for a multipolar world, and a heterarchical one for a polycentric one. In case of formation of a multipolar world, Brazil will be at the top of the regional hierarchy in Latin America, and in the case of a polycentric world, Mexico, Argentina, Chile and, possibly, some other states will be added as key points. Russia should take into account these options for the future development in its policy towards Latin America.

THE CHINESE EXPERIENCE OF PROTECTING THE STATE FROM FACTORS OF DESTRUCTIVE INFLUENCE ON THE IDEOLOGICAL AND IDEOLOGICAL FOUNDATIONS OF SOCIETY AND ITS YOUNGER GENERATION
China is the world's largest power with a booming economy. The country has its own, unlike others, type of economy built on the principles of communism, which has generally proven its effectiveness. In fact, the country is a world leader in the economic space. The country managed to achieve such success thanks to the commitment of the population to the Communist Party, which is a merit and a consequence of the effectively organized work of the state Government in this direction. Currently, Chinese youth do not need anything and do not know the problems with hunger and hard work. At the same time, the aggressive information policy of the US and the EU contribute to the destructive impact on the ideological and ideological moods of the younger generation of China. Against this background, there were unrest in Hong Kong and demands for extradition in Taiwan. However, the Communist Party of the country uses a huge number of preventive measures, which are built not only on protection from the media, but also on education, the formation of the ideology of thinking of the Chinese, starting from the earliest years. This experience is especially interesting to Russia, because there is a real mass information attack on the younger generation of our country, against which negative sentiments towards its own government are formed. All this contributes to mass riots in the state and the departure from the stability of economic development. The article presents the main most interesting aspects of the protective measures used in the PRC against the destructive impact on the ideological and ideological foundations of the younger generation and society.

POLITICO-ECONOMIC SITUATION OF THE COUNTRIES ON THE EVE OF THE SECOND WORLD WAR
The entire second half of the 20th century largely passed under the sign of the results and consequences of the Second World War. Many aspects of its history arouse not only purely educational, but also directly related to today's problems, the interest of the general public. The relevance of the topic is due to the fact that in Russian history this problem has not received a satisfactory solution. For many years history. The Second World War was the most ideological part of historical science, which led to a simplified and distorted understanding of the policies and strategies of various countries. For decades, the foreign history of the Second World War also experienced a certain bias due to the political relevance of the topic in the conditions of the Cold War. The purpose of the work is to consider the features of the political and economic relations of countries on the eve and during the Second World War. In accordance with the goal, the following tasks were set in the work:
1) to consider the political and economic situation in Germany and England on the eve of the war;
2) identify the features of Anglo-German relations at the initial stage of the war.

CHINA'S CULTURAL SOFT POWER STRATEGY IN THE ASIA-PACIFIC REGION
The purpose of the article is to analyze topical issues of the implementation of China's soft power policy in the Asia-Pacific region through the tools of cultural influence. To achieve this goal, the following tasks are solved in the article: the main channels of cultural influence on the states of the Asia-Pacific region, in the context of China's regional hegemony, are analyzed; the main institutions of the implementation of China's cultural soft power strategy are considered on the example of Cambodia and Malaysia. The language and culture of China are presented as the main instruments of influence on the East Asian states. Achieving the goal and solving the tasks required the involvement of the historical method, the analytical method, the formal-logical method.
As a result, it is concluded that since the beginning of the implementation of the «good neighbor» strategy, China's influence in the Asia-Pacific region has increased dramatically. By persuading countries to shape their agendas in line with China's foreign policy and creating a sense of cooperation rather than confrontation, Beijing ensures its «peaceful domination». To do this, China has made a conscious decision to implement its soft power strategy. The purpose of using this approach, as opposed to the approach of hard power or coercive force applied through incentives or threats, is to improve China's image and combat what Beijing considers to be a distorted perception of China, which is reported by the media. At the regional level, China wants to strengthen its influence and strengthen peaceful relations with its neighbors in order to develop its economy and ensure energy supplies.

FINLAND'S EXPERIENCE IN PROTECTING THE STATE FROM EXTERNAL AND INTERNAL FACTORS OF NEGATIVE IMPACT ON THE IDEOLOGICAL FORMATION OF YOUNG PEOPLE
The aggravation of political differences in the world, the development of democracy in most countries, a high standard of living and multi-channel information and openness have become the reason for the involvement of young people in politics in virtually every European country. There are many rallies with the participation of a new generation and whole nationalist currents are being formed. Finland is no exception. The article provides an overview of the political activity of young people, citizens of this country and measures to protect the state from external and internal factors of negative impact on the ideological formation of youth. It is concluded that the main measure of such protection in the country is a quality education that every young person in Finland can receive. A high standard of living also becomes a factor constraining the high activity of influencing the worldview of young people imposed from the outside. However, this problem is to some extent peculiar to Finland, in which, to a greater extent, the measures taken are socially explanatory in nature.

THE RUPTURE OF DIPLOMATIC RELATIONS BETWEEN IRAN AND GREAT BRITAIN IN 1952 AS THE APOGEE OF THE PROCESS OF NATIONALIZATION OF THE OIL INDUSTRY
The modern complex of contradictions in the Greater Middle East is rooted in the events of the XX century. After the Second World War, Great Britain, lacking the resources to maintain a dominant position in the region, was forced to make serious concessions to other actors. In the context of the process of constructing a renewed balance of power in the region, one of the key issues was the fate of the Anglo-Iranian Oil Company, which since the beginning of the twentieth century has been one of the most valuable British foreign assets. A key event in post-war nationalization was the severance of diplomatic relations between Iran and Britain in 1952. The paper considers the prerequisites for this event. The purpose of the study is to determine the significance of the severance of diplomatic relations in the context of the development of international relations in the Greater Middle East. The process of growth of anti-British sentiments and the formation of a public demand for the nationalization of the Anglo-Iranian Oil Company are analyzed.

COMPARATIVE ANALYSIS OF THE NATIONAL SECURITY STRATEGIES OF THE EU AND THE US AT PRESENT ERA
Since the US and the EU are the two most influential players in terms of economic weight, political and humanitarian influence, it is especially important to analyze their contemporary security strategies. This study analyzes the fundamental documents on the security of the EU and the United States – the security strategy of the member countries of the bloc and the national security strategy of Washington. The paper also examines the views on the key issues for the Euro-Atlantic partners, their strategic goals and tasks enshrined in the document. While recognizing that the examined issue is quite broad, the study attempts to take a comprehensive look at the differences and similarities in the approaches of the EU and the US to policy implementation in the context of global security and their own role on the world stage.

THE PROBLEM OF CYPRUS IN THE CONTEXT OF RELATIONS BETWEEN GREECE, TURKEY AND THE EUROPEAN UNION
The article is devoted to the relations between Greece, Turkey and the European Union, namely the Cyprus issue and the search for ways to solve it. In 1974 the northern part of the island of Cyprus was occupied by Turkey. Later the Turkish Republic of Northern Cyprus was proclaimed on this territory. To this day the island is divided into two parts and remains the subject of a dispute between Greece and Turkey, which support the Greek and Turkish communities on it, respectively. The Greek-Turkish contradictions in the Aegean Sea are added to the dispute over Cyprus that is why relations between the two states have been tense for a long time. The article discusses the role of international organizations whose members are Greece and Turkey. These organizations have repeatedly put the issue of stabilizing Greek-Turkish relations on the agenda. However, no positive results have been achieved so far. The purpose of the study is to show the place and role of the EU in attempts to resolve the Greek-Turkish conflict. In the second half of the 20th century the European Union assumed the role of mediator in the Greek-Turkish conflict. Since 1981 Greece has been a full member of the EU while Turkey has not been able to reach a similar agreement for a number of reasons. Emphasis is placed on the integration of Cyprus with the EU. In the 90s the EU approves the application of the Cypriot government to join the union. The reasons for the approval of the EU are characterized. It was beneficial for the EU to accept such a state as Cyprus as it has an advantageous geostrategic position. In addition, such a move was seen as an opportunity to unite the two parts of the island and improve relations between Greece and Turkey. Despite repeated attempts to solve the Cyprus problem it was not possible to do this and the Cyprus was included in to the EU as a state that has territorial contradictions with its neighbor.

THE NECESSITY OF US DIPLOMATIC SYSTEM TRANSFORMATION IN THE ERA OF “SYSTEMIC THINKING CRISIS”
The crisis of the diplomatic system of United States is one of the major problems of modern diplomacy. The article analyzes the causes of the crisis of the US diplomatic system, deciphers the concept of “systemic thinking crisis”. The author reaches the conclusion that the gradual decline in the role of the US in global processes is connected with the diplomatic defeats of the United States. The main purpose of the article is to prove the need for transformation of the US diplomatic system and to determine the ways of such transformation. The article is aimed at increasing knowledge about the connection of the political system, domestic political problems and priorities of the United States with the problems of American diplomatic competence. The article discusses the current types of US diplomatic activity which are traditional, public and digital activities.

UNDERGROUND IN TYUMEN IN THE 1980S
Purpose: to study the Soviet underground in the 1980s on the materials of the city of Tyumen. Methods: the methodological basis of the research was the principle of historicism, which involves the study of facts and phenomena in all their diversity in the historical conditions of origin and development, which allowed us to investigate the peculiarities of the formation of underground culture. General scientific methods were also used in the work: analysis, generalization, synthesis, retrospective and analytical. The use of content analysis consisted in the study of arrays and products of communicative correspondence. An important method of research was the method of oral history. Results: the information of periodicals for the 1980s on the state of the cultural environment of the city of Tyumen was studied, which contributed to the analysis of the formation of public opinion on the cultural phenomenon of the underground. Sources of personal origin and oral history allowed us to see the picture of cultural life from the inside, as well as the problems that accompanied the phenomenon of the underground. Conclusions: The analysis of the features of the Tyumen underground allowed us to conclude that in the city of Tyumen, the phenomenon of the underground was practically not studied. Individual underground trends were reviewed by researchers. The most popular for studying was samizdat.

FORMATION AND ACTIVITY OF THE KOMSOMOL IN THE SIMBIRSK-ULYANOVSK REGION IN 1918-50S
In this article, on the basis of scientific literature, archival materials, an attempt was made to carry out a retrospective analysis of the development and growth of the Ulyanovsk Komsomol organization in the 1918-1950s. The authors considered the issue of both quantitative and qualitative composition of the Komsomol organization, and also analyzed the main trends in the increase in the number of the Komsomol organization. The authors study the Komsomol as a socio-cultural phenomenon, identifies the factors of its multilateral influence on society. The article discusses the formation, development and change of the youth policy of the Soviet state.

HISTORY OF THE NORTH CAUCASIAN CHECKERS
This article is devoted to the study of the North Caucasian drafts in its technical, historical and socio-cultural development. The problem of independent research into the history of types of edged weapons in the North Caucasus as indicators of the mental complex of the highlanders has not yet been studied from the standpoint of a sociocultural approach, with an emphasis on the influence of national self-consciousness, which formed both a unique form of the North Caucasian saber and determined a special attitude towards it among the highlanders and Cossacks. The relevance of the topic is due to the growing interest of society in various trends in local history. Thus, one of the promising areas is the history of weapons, which we consider, first of all, in the socio-cultural aspect. The practical significance of the study is due to the possibility of using the results obtained in revealing the features of the mental complex of the highlanders and Cossacks in the second third of the XVIII – first half of the XX centuries. The source base of the study is represented by a complex of written and ethnographic historical sources, from archival data and political treatises to political treatises and reference publications. The methodological apparatus includes special-historical, sociological and cultural methods. Special-historical: narrative method, ideographic method, historical-genetic method, historical-systemic method, historical-typological method, historical-comparative method, historical periodization method, historical modeling method, retrospective method, reconstructive method, structural method, historical updating method knowledge. Sociological methods: document analysis, sociological modeling, typology, peer review method, characteristic generalization method, ideal type method. Culturological: cultural-genetic method, cultural-systemic method, cultural-typological method, semiotic method. In addition, we use the methods of the auxiliary historical discipline of weapons science and the methods of weapons theory in general: the method of analyzing the design of a weapon, the method of analyzing the warhead of a weapon, the method of analyzing the non-combat part of a weapon, the method of analyzing design features, the method of analyzing combat technology. The result of the study was to determine the role of the North Caucasian type of drafts for the highlanders and Cossacks in the course of its evolution throughout the XIX century.

THE GREAT PATRIOTIC WAR IN THE REGIONAL POLICY OF MEMORY (BY THE MATERIALS OF THE ANALYSIS OF THE SOCIAL MEDIA OF THE KURSK REGION)
The article deals with the memory of the Great Patriotic War in the context of the regional policy of memory. On the example of the communities of the social network "VKontakte", the discussion of the main regional actions of memory is analyzed. It is proposed to allocate four types of memory. It is shown that online comments are dominated by discussion of the triumphant nationwide type of memory actions, such as Victory Day and the "Immortal Regiment". Memory in the digital environment is closely connected with political and everyday contexts, in particular with the pandemic and the activities of the authorities to combat it. Actions representing the tragic national memory act as a consensus point, producing less oppositional comments. Regional triumphal memory is associated with competition for the right to be the symbolic center of the Battle of Kursk, which is manifested in the discussion of the project of a new memorial dedicated to the battle.

FORMATION OF PRICING POLICY FOR HORSES AND OTHER ROLLING STOCK IN THE CIVIL WAR (BASED ON THE MATERIALS OF THE VOLGA MILITARY DISTRICT 1918-1920)
The article is devoted to the problem of recruiting Red Army units with horse and other rolling stock in the Civil War on the territory of the Volga Military District. The pace of recruitment of horses did not meet the needs of the front and civilian institutions. On the one hand, the owners of the property seized (on a paid basis) resisted the military authorities, and on the other, the bureaucratic red tape of developing prices and their final approval in government structures in the conditions of a general rise in the cost of living became the cause of shortage. Particular attention is paid to identifying the characteristic features of pricing specific to the provinces that were part of the District. The purpose of the study is to demonstrate, on the basis of the existing set of published and unpublished sources, the extreme dependence of the military-economic management bodies on market pricing conditions when purchasing horses and other rolling stock in the conditions of the Civil War. The novelty of the study consists in the involvement of previously unpublished archival data concerning the determination of the pricing policy for rolling stock by the military authorities.

CHECHEN WEAPONS: HISTORY, TRADITIONS, PETROGLYPHIC
The subject of the study is the history of Chechen weapons, their successive links with the materials of ancient archaeological cultures in the North Caucasus, their reflection in ancient and medieval petroglyphs, as well as in later burial rituals.
The author considers various types of offensive and defensive weapons of the Chechens in a diachronic aspect, comparing them with samples of the Bronze and early medieval eras and concludes that the ancient history of Caucasian weapons (primarily Koban and Alan weapons) became the basis for the development of technologies for their production in the region , including the Chechens.
According to the author, being in a state of permanent wars with the great empires of antiquity, the ancestors of the Chechens, as well as other peoples of the Caucasus, along with excellent weapons, created a military ethic that aroused the approval of many people who faced them both in military confrontation and in peaceful conditions.
The main conclusions of the study are that the production technology and forms of many types of Chechen weapons have their origins in ancient times and have been formed within the region for many millennia. The main types of weapons (offensive and defensive) of the Chechens have Koban forms as prototypes, which, in turn, date back to the Early and Middle Bronze Age. An objective source for studying the history of Chechen weapons, in addition to archaeological materials, are ancient and medieval petroglyphs, as well as later images on Muslim gravestones, which, in addition to stylized and impersonal forms, contain types of weapons that actually existed at a certain period of time.

TELECOMMUNICATIONS IN THE RUSSIAN EMPIRE: FROM SCIENTIFIC DISCOVERIES TO THE FIRST TELEGRAPH MACHINES
The article analyzes the scientific discoveries that led to the creation of an telecommunication system and the appearance in the Russian Empire of the first telegraph devices using the electromagnetic principle of information transmission; the issues related to the development of technical means that became the prototypes of modern telecommunications equipment are disclosed, and also provides information characterizing the personal contribution of Russian scientists, who were later called the founders of the domestic telecommunication system. A certain drama of the history of the development of the telegraph in the world is given by disputes about the primacy of its invention. At the same time, it is Russian researchers who own the first technical solutions that laid the foundation for electromagnetic telegraphy as a method of communication, and our compatriot Pavel Lvovich Schilling is the author of the world's first telegraphic apparatus based on electromagnetic phenomena.

KHABAROVSK RADIO DURING THE GREAT PATRIOTIC WAR (1941-1945)
The article analyzes the activities of the Khabarovsk Regional Radio Committee during the Great Patriotic War (1941-1945). In an extremely difficult historical period for the country, the role of radio broadcasting as one of the most important media in the politics and ideology of the Soviet state is shown. Out of the total number of directions in radio broadcasting, socio-political broadcasting plays a special role in the period under study. The article substantiates the leading role of the Khabarovsk Regional Radio Committee in wartime among other regional committees of Siberia and the Far East.

THE INFLUENCE OF RUSSIAN GERMANS’ EVERYDAY LIFE ON THE FORMATION OF PERSONALITY OF PETER THE GREAT
This article is devoted to the analysis of historical ties, the essence and degree of influence of the culture of the German settlement on the formation of the personality of Peter the Great. The relevance of the study lies in the need for a more detailed study of the socio-cultural, ethno-confessional, everyday and directly historical aspects of the everyday life of Russian Germans in the German settlement. Of particular interest is the influence that the Germans had on the emerging personality of Peter I in the context of the key prerequisites for carrying out reforms on the European model. The theoretical significance of the study is due to the need to search for new cultural ties and prerequisites that determined the formation of the personality of Peter I, based on the concretization of the role of individual socio-cultural and historical factors of the early XVIII century, not previously studied from the standpoint of historical personology. The practical significance is expressed in the possibility of using the materials of the work to establish cultural ties between representatives of Russian and German culture, to clarify the historical features of the role of everyday life of Russian Germans in the formation of individual historical figures, as well as for further scientific study of this issue. When studying the influence of the everyday life of Russian Germans on the formation of the personality of Peter I, we used the following methods. Special-historical: narrative method, problem-chronological, retrospective, historical-comparative, historical-systemic, historical-typological, historical-genetic. Sociological: analysis of documents, method of generalization of characteristics, method of paired comparisons, method of ideal types. Culturological: cultural-system method, comparative method. Based on the totality of the methods used, we adhere to a socio-cultural approach. The result of the study was the definition of a new look at the role of Russian Germans in the formation of the personality of Peter I, a study that affects and reveals the most important socio-cultural features of the German Quarter at the time of her visit by Peter I. The result of the study was to determine the degree of influence of Russian Germans, their everyday life and way of life on the formation of personality Peter I.

THE PRIEST'S DIARY AS A SOURCE ABOUT THE DAILY LIFE OF CIVILIANS IN THE OCCUPIED TERRITORY OF THE PSKOV REGION DURING THE GREAT PATRIOTIC WAR
The purpose of the article is to create a source-based review of the diary of a clergyman in the occupied territory of the Pskov Region during the Great Patriotic War, an analysis of its form and content through the author's consideration of the events of those years. The article provides information about the diary in general as a source of personal origin, describes the advantages and disadvantages when working with it in the study of everyday life. The article contains a brief biography of the author, information about his family, relatives, church positions held by him, his economic situation is considered. Thanks to the diary, changes in the daily and church life of the village of Lisye in the Pechora district during the Second World War and subsequent events are revealed. There were only a few such diaries of clergymen on the territory of the Pskov region during the Great Patriotic War, which testifies to the importance of this source. The article was written using ideographic, historical-comparative, retrospective, chronological methods and the principle of historicism. As a result of the research, the uniqueness of the source of personal origin for describing every day and church life during the Great Patriotic War was proved.

RUSSIAN POLITICAL EMIGRATION OF THE FIRST HALF OF THE XX CENTURY: THE MAIN CAUSES OF THE APPEARANCE AND CENTERS OF CONCENTRATION
The article discusses the main reasons for the appearance and concentration centers of emigration of the first wave of Russian political emigration, reveals its history in the first half of the XX century paying special attention to its number, composition, and concentration centers. Emigration of the intelligentsia is not a rare phenomenon in the history of our fatherland. Revolution, civil war, intervention, and internal counter-revolution – all these significant events of the beginning of the XX century led to the emigration of representatives of the former privileged classes. It seems that in modern historical science, it is necessary to accumulate the already available information to have a broader picture of such a difficult phenomenon in the history of our country as Russian political emigration of the beginning of the XX century.

ACTIONS OF TOWN AND ZEMSTVO ADMINISTRATIVE AUTHORITIES IN THE PROCESS OF OPENING RYAZHSK STATE-OWNED CLASSICAL BOYS’ SCHOOL IN THE BEGINNING OF THE ХХ CENTURY
The purpose of the study is to demonstrate efficient cooperation of town and zemstvo administrative authorities in the process of opening a classical boys’ school in the chief town of a district. The author has conducted an analysis of practical actions of the local government bodies at different stages: from the commencement to the first day of the school’s work.
Scientific novelty of the article lies in the complex approach to studying the efficiency of managerial decisions taken by local authorities with the purpose of getting funds from the state treasury for the opening and further maintenance of the school.
As a result, the author has made assessment of the decisions taken, summarized the positive historical experience and offered it for using in current conditions.

THE ACTIVITIES OF THE QUALITY CONTROL BODIES OF MILITARY PRODUCTS AT THE DEFENSE ENTERPRISES OF RYAZAN IN THE 1950S AND 1960S
The article examines the activities of technical control departments, military representations of the Ministry of Defense at enterprises in Ryazan to ensure the production of high-quality military products. For the first time, based on a comprehensive analysis of new archival materials, the author showed how the development of modern technologies in the production of new models of military equipment sometimes led to the manufacture of defective products. In addition, the reasons for the release of substandard "products" and measures taken to improve the quality of military products are indicated. It is also proved that the effective means of producing high-quality radio equipment at all stages of its development, testing and mass production, of course, was the activity of technical control departments of factories and military missions.

Over the past years, the Russian Federation has been one of the world leaders in terms of the volume of received migration flows. This allowed a number of russian migrantologists to announce the formation of the Eurasian migration system, the core of which is Russia. At the same time, the attitude towards migrants, most of whom are citizens of the former soviet republics, can be characterized as negative. However, demographic processes in the Russian Federation necessitate the formation of a new migrant image as a positive axiological dominant.

PROTEST ACTIVITY IN THE CONTEXT OF ENVIRONMENTAL CONFLICT IN KUSHTAU
The article examines protest activity on the example of a protracted regional conflict of a socio-economic, environmental, and ethno-cultural nature around shikhans in Bashkortostan, in the context of an environmental conflict on Mount Kushtau. The features of the formation and development of protest activity in the context of the conflict are formulated. The chronological stages of the settlement of protest processes are studied from different angles, received a certain social and political resonance. The trend of increasing the number of environmental conflicts in the Russian Federation is stated. It is concluded that in recent years the federal authorities have been the arbiter in resolving many protest conflicts in the Russian Federation. The authors complement the approaches to the study of the stated problem.

The article discusses the importance of innovation for the development of the country and urban space, reveals the role of the concept of "Smart City" in improving the quality of life of the population and the competitiveness of the city, analyzes the main prospects, opportunities and risks of using innovation and digital technologies as the basis for sustainable development of urban management and political process. The authors focus their attention on the goals and intermediate results of the implementation of the Smart City concept in Moscow.
The authors come to the conclusion that it will be impossible to improve the quality of life of a citizen solely through the digitalization of management processes. Various levels of government, business and civil society should interact more actively with each other in the field of improving the quality of life of an individual, and the urban environment as a whole. In addition, the introduction of a "smart city" increases the investment attractiveness of both the city and the country as a whole, which is certainly important for ensuring economic growth and further development of the country.

The article examines the materials of the journal published by the Ministry of Finance of the Russian Empire, dedicated to the preparation and holding of the First Peace Conference in The Hague. The materials are presented in which the magazine informs about the events on the eve and during the conference, analyzes the reaction of public opinion from different countries to the "initiative" of the Russian government in the cause of world disarmament, as well as the difficulties and problems that arose during its work and its final results.

This article discusses the main aspects of the creation and activities of the Knut and Alice Wallenberg Foundation, which has played an extremely important and a very ambiguous role in the structure of the financial and industrial group managed by the Wallenberg family for many decades. The role and importance of the Wallenberg family in the creation and development of this fund is indicated. The key results of its activities and the impact on higher education and scientific activity in Sweden and beyond are highlighted. The informal focus of the fund's work, focused on reducing the tax burden of various commercial enterprises of the fund, is analyzed.

ITALIAN REGIONAL DEVELOPMENT POLICY IN THE CONTEXT OF THE REGIONAL POLICY OF THE EUROPEAN UNION
The article examines the specifics of the regional policy in Italy, which consists mainly in the presence of deep regional heterogeneity (the lag of the southern regions from the northern ones). The author diagnoses the main stages in the development of the regionalization using a retrospective analysis. The degree and ways of influence of the European political course on the development of the regional policy taken by the national authorities are investigated. The author analyzes the main political institutions that implement the regional political course both within the state and in cooperation with supranational authorities. The author comes to the conclusion that the Italian regional policy is a complex multi-level institutional system, which is implemented and financed through the interaction and coordination of different levels of government: regional, national and supranational.

COMPARATIVE ANALYSIS OF STATE ENVIRONMENTAL POLICY IN CHINA, RUSSIA AND USA
The paper considered the specifics of the implementation of the "green policy" by such countries as China, the Russian Federation, and the USA. The purpose of the study was to compare the strategies of these states for decarbonizing the industrial and energy sectors, as well as to analyze the interaction of civil society, government, and business structures on the implementation of the "green transition". The article used such research methods as: systematization of the material, comparative analysis, and the case study method. The result of the work is a comparative analysis based on the formulated comparison criteria and identification of common trends in the implementation of global eco-policy. The conclusion of the study states that governments are building national decarbonization strategies based on the status of the economy and the possibility of energy conversion of production. At the same time, the influence of public organizations on the content of national environmental policy largely depends on the level of development of civil society and its institutions.

Plague epidemics had a great impact on the development of socio-political and ecclesiastical history of Russia in the 14th century. For a deeper understanding of the importance of these events, it’s necessary to turn to the study of the legacy of pandemics of the past through the prism of domestic and foreign scientific research of the 18th-21th centuries. The article deals with the historiographical tradition of the study of plague epidemics in Russia in the 14th-15th centuries. The subject of the study is domestic and foreign historiography. The object of the study is the changes in the ideas of plague epidemics in domestic and foreign historiography.

INFORMATION SUPPORT FOR FOREIGN POLICY: SOCIAL NETWORK COMMUNICATIONS
The role of social networks and mass communications is growing in the system of modern international relations. The importance of social media has notably increased in the “pandemic” and “post-pandemic” periods. Direct communication in the media space allows participants to leverage the manipulative informational practices that swiftly sway public opinion. It is observed that the online competition for the publics deploys the methods and techniques of communicative aggression. Because the content aims to resemble propaganda, such “impact” and “perception” on social platforms require significant intellectual efforts on the part of both communicants – the addresser and the addressee, respectively.
The article is dedicated to the problem of the role of mass network communications in foreign policy PR during the pandemic. The study clarifies the features of the implementation of the state information policy of Russia and its transformation in the conditions of the "new reality". The key provisions of the "National Security Strategy of the Russian Federation", adopted in 2021, are analyzed. The article presents a content analysis of social media of the U.S. Department of Sate on the subject of communication support for the content about Russia. An analysis of the "social" practices of the Ministry of Foreign Affairs of the Russian Federation is given. The tendencies of "social" foreign policy PR for the active involvement of various online audiences in a controversial, inconsistent discussion about Russia are accentuated.
The result of the study is a comparative analysis of the content aspect of the official social media of U.S. and Russia that allows to determine the conditions of successful practices of communicative support for national foreign policy.
The conclusion highlights the need for a critical understanding of the communication activity of "foreign partners". The importance of the enhancement of the state information sphere as one of the priority directions of the Russia's foreign policy in "the new reality" is emphasized.

THE MAIN ASPECTS OF THE INTERNATIONAL COUNTER-TERRORISM STRATEGY OF THE GLOBAL POWERS
This research paper discusses the main directions of the international counter-terrorism policy of the global powers. Because the methods of combating terrorism have been formed in parallel with the emergence of various manifestations of terrorism. In this regard, the methods of combating transnational terrorism, which is considered a separate type of terrorism, began to take shape in the 1970s, when terrorism became a source of an international threat. Prior to 9/11, the issue of terrorism and the fight against it at the international level had no special place on the domestic or international agenda and did not require a revision of existing norms of international law, as it was not an issue of international strategic content. Defining a new counter-terrorism strategy after the September events and ensuring an international order are shaped by cooperation-based norms and organizations. Both states and international institutions work together to combat this threat through cooperation within ratified bilateral agreements and international organizations.

THE PROBLEM OF THE SOUTH CHINA SEA AS A FRONT OF CONFRONTATION BETWEEN CHINA AND THE UNITED STATES IN THE ASIA-PACIFIC REGION
The article discusses the current aspects of the geopolitical confrontation between the United States and China in the Asia-Pacific region illustrated by the conflict in the South China Sea. The article highlights the main concerned parties to the conflict, briefly outlines the claims of coastal states in the process of settlement of territorial disputes in the South China Sea. The conclusion is made that the United States have the key influence on the protection of the interests of neighboring states with China, in ensuring their fair access to the resources of the South China Sea and in complying with the norms of international maritime law.

RUSSIAN-TURKISH POLITICAL COOPERATION IN THE FIGHT AGAINST INTERNATIONAL TERRORISM IN SYRIA
After the beginning of the Syrian civil war in March of 2011 Moscow and Ankara recognized the need to fight the international terrorist organization «the Islamic State», which is banned in Russia, on the territory of Syria and agreed to respond to the changing situation in a timely manner. However, Russia and Turkey have failed to develop a common approach to eliminating international terrorism as evidenced by the lack of an institutional and legal framework based on mutual strategic trust and the lack of coordination between the two countries in Syria.

THE LOBBYING ACTIVITIES OF CANADIAN BUSINESS IN THE CONTEXT OF CANADA'S ENGAGEMENT IN THE PEACEKEEPING MISSION IN MALI
The author analyzed communications between the Mining Association of Canada and officials within the period when governmental statement on Canada's participation in the UN peacekeeping mission in Mali (MINUSMA) was allegedly prepared. Some Canadian media informed that Canada participated in MINUSMA to protect the assets of the Canadian mining companies which operated in this country. The aim of the study is to identify whether Canadian participation in the peacekeeping mission could have been lobbied by the Canadian mining business. The objectives of the study involve examining a set of lobbying relationships and analyzing information about the counterparties. The author applied network analysis and examined the communications between government officials and representatives of the Mining Association of Canada. To apply this method, the data were taken from the site of the Office of the Commissioner of Lobbying of Canada. A sociomatrix was compiled, and a network of subjects' communications was formed on its basis. The author has analyzed the official information of the actors with the highest centrality indicator. It is concluded that it is quite likely that the Canadian mission may have been lobbied by the Mining Association of Canada.

UAE IN THE HORN OF AFRICA: FROM SEAPORTS TO MILITARY BASES
This article is devoted to one of the most important strategic regions in the UAE's foreign policy and foreign economic activity – the Horn of Africa region. Considering the priority of the region for the Emirates, the author focuses on the dynamics and transformation of the relations development between the countries and identifies the causes of their volatility. The author examines the issue of competition between regional players, which has affected the UAE's bilateral relations with the Horn of Africa countries. However, the most important question is considered here: why the Emirates needed to conduct military activities in the region, and how it could be is related to its commercial interests.

SETTLEMENT OF ETHNIC GROUPS IN CHINA: ANALYSIS OF SPATIAL DISTRIBUTION IN THE XINJIANG UYGUR AUTONOMOUS REGION
This article deals with the issue of the placement of ethnic communities on the territory of the Xinjiang Uygur Autonomous Region of the People’s Republic of China. The purpose of the research is to study the main spatial patterns and relationships in the placement of an ethnic minority in the specified territory. The empirical basis of the study was the data from the national Chinese population censuses and statistical Chinese yearbooks. The spatial and statistical analysis was carried out using the calculation of the population concentration index. Based on the results of the study, conclusions were drawn about the emergence of regions with ethnic agglomerations and a tendency to their separation by the dominant ethnic majority.

ANALYSIS OF MODERN STATE YOUTH POLICY IN THE RUSSIAN FEDERATION AND ABROAD
Youth policy as a special branch of state activity has been formed into a full-fledged system relatively recently, but the problems of youth, their self-realization and adaptation to the conditions of society have always been relevant. It is obvious that the fate of the state depends on the quality of life of young people, the system of upbringing and education, the existing conditions for the comfortable formation of a young person's personality. This article reveals the development of youth policy in Russia, compares the state youth policy of the Russian Federation with the policy of the United States, studies the legal aspect of the implementation of youth policy at the level of institutions, and also describes some of the experience of states in the field under study.
